    On April 25th, 2019, Joe Biden [announced his candidacy](https://www.nytimes.com/2019/04/25/us/politics/joe-biden-2020-announcement.html) for President, immediately [securing a commanding lead](https://www.cnbc.com/2019/04/24/polls-show-joe-biden-entering-democratic-primary-with-commanding-lead.html). Two weeks later, in early May, a plan to rig the election against him was put into motion. Conducted by Giuliani but, as we now find, directed by Trump, who immediately looped in his National Security Advisor, Chief of Staff, and Chief Legal Counsel. Bolton**, then his national security adviser, to help with his **pressure campaign to extract damaging information on Democrats** from Ukrainian officials, according to an unpublished manuscript by Mr. Bolton….Mr. Trump gave the instruction, Mr. Bolton wrote, during an Oval Office conversation **in early May** that included the acting White House chief of staff, **Mick Mulvaney**, the president’s personal lawyer Rudolph W. Giuliani and the White House counsel, **Pat A. Cipollone**, who is now leading the president’s impeachment defense.

    We know that this was specificlaly about Biden from what Rudy Giuliani [was publicly saying on May 9th](https://www.nytimes.com/2019/05/09/us/politics/giuliani-ukraine-trump.html):

And **I’m going to give them reasons why they shouldn’t stop it because that information will be very, very helpful to my client**, and may turn out to be helpful to my government.”

    Bolton’s manuscript goes on to show that Trump was directing this scheme in detail:

    This would confirm the contents [of the May 10th letter Giulinani sent to Zelensky](https://intelligence.house.gov/uploadedfiles/20200114_-_hpsci_transmittal_letter_to_hjc_-_new_evidence.pdf) asserting that **Trump had explicit “knowledge and consent”** of his efforts:

    And now we know that everyone was in on it. The National Security Advisor (Bolton), the Chief of Staff (Mulvaney), hell even the WH counsel who is *at this very moment leading the impeachment defense* (Cipollone) were aware that Donald Trump was personally ordering the full cooperation of his staff with Rudy Giuliani in his efforts to coerce Ukraine into interfering in the 2020 election.

    Normally it would be quoted in an article making a claim like this. But every article that I read sounds like it’s not a direct quote and it’s just how a NYT writer interpreted it.

    Did John Bolton literally say that the investigations were tied to the aid freeze? Where can I read what he actually said?

    He had his chance. He delayed it, and the senate is likely to vote that they don’t need to hear his testimony.
