Today, the Armenian president appointed two new defense and emergency ministers against the backdrop of what observers described as defeat after the ceasefire agreement signed with Azerbaijan in the Nagorno Karabakh region, while Azerbaijan announced the restoration of all the areas that Armenia occupied in the Aghdam region of the region.
The Armenian presidency announced that President Armen Sarkissian had signed a decree removing the defense and emergency ministers from their posts.
In a statement, the presidency added that Prime Minister Nikol Pashinyan proposed to exempt Defense Minister David Tonoyan and Emergency Minister Felix Tsulakayan from their duties.
According to the statement, Vagarshak Arrotunyan has been appointed as the new Minister of Defense, and Andranik Biluyan as Minister of Emergency.
Two days ago, Armenian Prime Minister Nikol Pashinyan admitted his responsibility for what happened in the Nagorno Karabakh region, and pledged to carry out comprehensive reforms in the country, while Azerbaijan confirmed that Russia and Turkey would participate in ensuring security in the region.
Pashinyan presented a road map for the most important measures that will be taken in Armenia during the next stage, stressing that they aim primarily to ensure democratic stability in Armenia, and the formation of power through freedom of expression.
He also announced his intention to make changes in the Armenian government to implement the road map, and requested that he be granted a period until next June to implement it.
Russia, Azerbaijan and Armenia had reached an agreement providing for a ceasefire in Nagorny Karabakh, with the forces of the two countries (Azerbaijan and Armenia) remaining stationed in their current areas of control, after about two months of renewed clashes in the region.
The restoration of Aghdam
For his part, Azerbaijani President Ilham Aliyev announced the restoration of all areas occupied by Armenia in the Aghdam region of Nagorny Karabakh under Russian supervision.
Aliyev said that the political track would not have liberated the regions, stressing that military operations were necessary, adding that soon his country would begin reconstruction operations in Aghdam and the rest of the areas it had retaken from Armenia.
The Armenian residents did not wait for the arrival of Baku forces to flee, but they burned their homes, slaughtered their livestock and reaped their fruits before leaving the villages of Nur Maraga and Nur Carmeeravan, according to the French Press Agency.
The Armenian army occupied about 77% of the lands of Aghdam province in 1993, and nearly 200,000 Azerbaijanis from the province’s residents were displaced, according to Anadolu Agency.
On the other hand, Aliyev accused Western countries of remaining silent about the oppression of Armenian opponents, as they did with Armenia’s attacks on civilian areas in his country.

He explained that all Western countries, without exception, remained silent about the arrest of opposition leaders in Armenia, as they did when they bombed Azerbaijan with ballistic missiles and phosphorous bombs.
