  2. Here in the USA, the federal government is actively competing against states in bidding wars for ventilators. No cooperation at all here.

  5. Propaganda. The health minister acknowledged on live TV they were asked whether they wanted to participate days before this statement.

  7. The Health Secretary Matt Hancock was asked directly on Question Time (19/3/20) and he said they were already in talks on this. Smells like bullshit to me.

  21. The point of a scheme like this is that different countries don’t end up competing and trying to outbid one another for scare resources.

    Not participating means that they plan to bid against the others and drive up the price.

    Of course ‘plan’ may be a bit generous to describe what went into this, but the result it is what is going to happen anyway.
